The second is the Empowerment Phase during which information is obtained, education on training is undertaken and infrastructure established. The Implementation Phase is based on demonstration, applications, integration and research and development. The remainder of the paper discusses three sources of risk: acceptability, feasibility and availability.

Collection and Interpretation of Color Infrared and Thermal Infrared Imagery of Landfill Covers
